There are plenty of low price capture cards including:
Diamond Multimedia USB 2.0
Elgato Systems Game Capture HD
Magewell HDMI to USB 3.0
Lower end computers can handle 1080p webcams
The best quality camera would have a sensor size of 1/4 or higher. I would recommend a Blackmagic camera or the Panasonic AG-DVX200
If your looking for a cinematic/dslr quality video camera the Panasonic AG-DVX200 or the Sony NEX-VG900, Sony NEX-EA50, Sony FS5.
If your looking for a budget camera the Canon Vixia series are the best. They are the cheapest cameras with a mic jack. However I would recommend higher end consumer cameras where they are more common including higher image quality.
If you’re switching to an HD production and are recording with a computer then I recommend a Blackmagic ATEM switcher. Cheap but high quality.
