In the video industry, a “pan & tilt head” usually means a remote-control head. B&H sells such things, made by Vicon, Bosch, Cambo, Glidecam, Varizoom, and others. Here’s an example:

BTW, did you mean 360 degrees not just for pan, but for tilt as well?
On the other hand, if you mean a fluid head to mount on a tripod, the Manfrotto 516 and 519 are each rated at 22 lbs capacity. The 503HDV is only rated at 17.6 lbs capacity, but is much more affordable.
