I tried suggesting this about a year ago but got no really interested parties.
For legal reasons you might be better off just starting out a trading/bartering clearinghouse – Allowing those who have video (and rights to the same) to find others who may want what they have in exchage for the other parties work. You could get really fancy allowing for three, four or more way trades
