I know of no product that can perform the type of edits you've described. Each time an intro or outro is added, the resulting file will need to be rendered. Depending on the length of the video, this operation may take a fair amount of time and usually are done one at a time. Some editing programs can create a queue of edited files that can be run as a batch so the editor doesn't have to babysit the rendering process.
