Have you did some research on a “gun-mounted camcorder”? Couldn’t find anything in that particular region, but did come across a website selling camera mounts that are compatible with gun barrel mounting. Rain covers for camcorders also exist, so I’d consider adding some of them to prolong the camcorder’s life. A handful of good, cheap, camcorders can be found on eBay. As far as cheap goes, MiniDV will probably be your best bet. You won’t be able to purchase more than just a couple of camcorders within a narrow price range.
