I’m wondering if anyone is familiar with this border/overlay effect and knows what software or techniques and I can use to achieve it. It’s like the old style type with black bars cropping the video (without losing the sides).

That could be done with any multi timeline Video Editing Program.
To achieve this you would place one video on the timeline, then place the same video on another time line. Now you would use you PIP effect on one clip and a blur/expand on the other track. Using a program like GIMP, you could create the bars as seen in the video, save them out as a PNG image, then put that PNG image on a separate video track.
I cannot tell you on which track any of this stuff goes, as different programs have camera from the bottom, some have it from the top
