I have a video in MP4 and also it is in AVCHD.
I want to create a new audio file and replace the existing audio file.
I can work with either the MP4 (preferred) or the AVCHD video.
Any suggestions would be greatly appreciated!

Depends on what exactly you want to do. If you just want to take the audio out of the video and replace it with something else entirely, most any NLE can do that. Sony Vegas is an easy one to pick up and learn, as most functions are drag and drop.
