Not sure what you're asking. Are you using an NLE, but you want titling capabilities that the NLE doesn't offer? What NLE are you looking to plug into? I've been pretty surprised at the capabilities of the titlers on most NLEs, including prosumer packages like Premiere Elements.
If you know Photoshop (or Photoshop Elements), it's pretty easy to create very sophisticated static or animated tiles, which you can then import into your NLE. Hope that helps!
