      I have a video that was shot on a smartphone.  The quality is fairly poor … is there anything I can do (or purchase) to enhance the quility?

      You probably won't be able to enhance it much. What editing software are you using? You may be able to help it a little with Levels, Color Curves and a tiny amount of blur to soften the harshness.
