opening album to photo which becomes video

I am using Premiere Elements 14 and am looking for an effect that I might be able to use

I have seen an effect which starts with an album on a table, which then opens to a page of a photograph, the photo is zoomed in on and becomes a movie.

Is anyone familiar with this effect, and know of a template special effect plug that can be purchased that can achieve this ???
