Would U be so nice and help me https://www.youtube.com/watch?v=xPUGkEtXLac I need to know what program did they use for creating stars,hearts and letters at the beginning.I see the name 0;27 but my Japanese is poor and couldnt find it in google.

I don't know the specific program they used, but this is post production effects.

 

The best tool for this is adobe after effects.

 

There are a million tutorials on using AE to create things just like this search youtube.
