A small church pastor has several deaf people in the congregation who are served by sign-language interpreters during regular services.   We think it should be fairly easy to create a text version of the Sunday sermon and they'd like to post the audio with what they call "closed-captioning" but without a regular video of the speaker or the sign-language interpreter.

The question is:  what makes the most sense if they want to create a slide-show video and scroll the text they extract using "Dragon Naturally Speaking"?

A "low-tech" solution is ideal for reasons of budget, staff, etc.

      Any ideas to suggest?

      TIA.
