Man, I say forget Vista. Go get Windows XP.
I use Sony DVD Architect because it comes with Sony Vegas. A friend of mine got Vegas 8 to work on Vista, but he can’t use DVD Architect. Only Vegas. It also took him a while. DVD Architect has stuff where you can make DVD menus and burn pictures on you DVD. Pretty easy to use and understand.
