Shutter speed vs frame rate? Are they related?

      Okay, I understand that there are typically 30 (29.97) fps in a typical DV. What I don’t understand is how shutter speed comes into play.

      I recently purchased a camera with low shutter speed capabilities. it can go as low as 4. When previously the lowest I had ever seen was 60.

      I remember reading an article, I believe it was in Videomaker, where they reference the shutter speed being directly proportional to the frame rate.

      What I notice when I set the shutter speed low is that the video gets a little more choppy as it goes lower. 15 gives the video a more classic look while 30 & 60 make it look as real time would look.

      Please someone explain
