NTSC to PAL

Pls advice about your ways of PAL/NTSC tranfer especially when the original footage is HDV.
We did not need to spend money on transfer software yet but so far we could get around with minimal loses of resolution:
by digitising the NTSC footage into NTSC project using Avid Express DV, then making DVD using real time encoding DVD recorder, then making a PAL DV tape of the DVD through S-video wire and finally getting it into PAL project… ?
