Is SVCD same quality as DVD

In the recent issue of videomaker it said that the SVCD uses mpeg2 commpression, which is what is used for DVD, but will the quality still be the same on a cd.
I made a SVCD music video that has some fast motion and basic dissolves. These parts do show some commpression.
I had used Roxio6 and it was worse than the trial of Ulead DVD2. I also do not remember the setting, as it was a trial.
I do not currently have a dvd burner, but am wondering when I do upgrade if I will still have the noticable compression.
