How Do You Obtain News Footage?

How can you obtain and legally use video footage from news stations, CNN, etc.? I’m not talking about stock footage but more current news items.

Most TV stations will sell copies of a news story for your personal use. If you have commercial use in mind, the price for those rights will be much higher. You may not be able to attain the rights to some footage for some uses. It depends on the project you have in mind, who is depicted in the footage, the audience, how wide the distribution will be, etc.
