Footage shutters when played on TV

Hi, does anyone know how to solve this issue. I’m editing older analog footage shot from an old betacam SP camera (PAL). I’m using Premier Elements 9 to edit. After burning to DVD it plays fine back on my laptop, but when i watch it on a TV whenever there is subject movement the footage seems to flicker rapidly. What is this issue and how does one fix it. thanks.
This may be a wild guess as I have no experience with Premier Elements 9, but some authoring programmes default to the wrong field first for PAL material. When exporting for PAL try ‘Upper field first’.
