Flicker in DVD

I shot a short film with a Panasonic AF-100. I completed the edit and exported out to MPEG-DVD. When I watched the DVD there was a huge amount of flicker on the shirt of the lead character. He was wearing a polo shirt with horizontal stripes. The colors are Dark blue, red, and white. It looks like there is a stobe light on his shirt. The other cast have on solid colors and they look great. Is there a fix for this?
you are seeing interlacing. add a very slight (0.001) vertical guassian blur to compensate for the alternating scan lines.
IF it is an interlacing problem It could be a setting in your editing software. In vegas pro I set my project to blended fields.
