can the capturing computer be the cause of decreased of image quality?
i.e. video card, ram, processor

I do not believe so. The quality should be dependent upon the main source (is it digital tape, audio tape) and the software you are using to capture the video. The computer setup will determine what software you can run to capture the video. Your hard dive speed (most will require a min speed speed of 7200) will determine how many drop frames you get when you capture video.
So in short yes and no. If your system can not run a high end capturing application you might be stuck using something like the Windows Media app which compresses the video being captured and there by lowering the quality.
Does that make sense?
