Closed Captioning for HD Broadcast

I’m finding out that creating a closed caption track for a TV program isn’t that easy. The network is allowing us to send them our Quicktime Pro Res 422 file but I am thinking I can not send that with a Closed Caption track in it, can I? This means if we do the Closed Captioning ourselves we would have to then write our files to tape, correct? This would then add additional costs to workflow since all our workflow is completely tapeless.
Is MacCaption the only real option for Closed Caption out there?
Any recommendations on Closed Caption services?
There are many cc software options and cc service providers out there. CC is stored in the VITC.
