What is the purpose audio compression? At what stage of audio production we have to use it?

At the digitization (recording) or broadcast stage

It’s just as Grinner mentioned. When you are trying to get your file size down say for uploading to a video sharing site or burning to DVD, you choose a compression rate to reduce the amount of audio data so both the video and audio will fit.
So if you’re using uncompressed video, then an audio sample rate of 48Hz or higher is fine. But if you’re putting the video onto web sharing sites with specific data limits you’ll need to bring down the sample rate which will cut down on data and make for a faster upload.
