Voice Over Rates

I am doing some research for voice over talent. When someone quotes me their rate of $100 a minute does that relate to the time they are in the booth recording or to the length of the finished product? I realize the rates change depending on the type of project but if someone quotes a "per minute" rate what should I expect that to include?

Thanks in advance for any thoughts.

In my experience, they are referring to the length of the voice over itself.
