Video HD and HDV

   I have few video shots taken with Pentax Optio P80.
   Usually I always take video with HDV format with Canon HV30 under 25fps because I live in Croatia, Europe.
   I don't know is it possible to convert video (30fps) to 25fps and leave those few shots (1280x720) under normal resolution 1440x1080 25fps and make DVD under PAL, and for one year under Blu-Ray?
   I use Final Cut Express for all video formats.
