Is there Video Editing software made for Hi-8 format? Who makes it?

ANY NLE will work with HI-8 footage. I would recommend sending it through a convertor (such as the Canopus ADVC-100) and capturing via firewire.

Correct! Anything that you edit on a computer will be digital video. In order to get your Hi-8 footage (HI-8 is an analog format) You will need to send it through a converter that will take the analog signal and convert it into digital 1's and 0's where you can then edit.

I use my Digital 8 camcorder to capture Hi 8 footage into Edition 6. I also use it as a pass-through to capture VHS tapes from my VCR.

Yup, any ol' NLE - but the issue is going to be getting that video into the editor.

Google around or try Tiger Direct for a video input device. If you haven't bought your editing software yet, Pinnacle's Studio 9 has a package for $99 that incudes a PCI card to import through S-Video port which will be great for your Hi-8's.
