Skype\A to D conversion

      I work for a school corporation and cable cast their board meetings... they are also streamed live.  We have a board member who will be out of town for a couple of months, but he still wants to participate in meetings.  There is a delay of about 10-15 seconds on the stream... it would be preferred the out-of-town board member could react and comment in real time.  I wanted to input the video signal into Skype w/ an A/D converter, and then hook up and external audio device in the board room so other board members could hear him.  It's not working.  Any suggestions?
