Re-Encoding low bit rate video to higher bit rate - worth the trouble?

     I hope I posted this in the correct section.

    I was wondering if there was any point in encoding a video file which was streamed at 400/Kbps to a higher bit rate.

    Is the end result just a larger file? Is there no improvement in the over all quality by increasing bit rate?

    I basically have a WMV file which is 320x240 in size and has a bit rate of 403Kbps. I need to edit the video and need some help in figuring out if making the final cut at a higher bit rate than the source footage will do anything other giving me a larger file.

     You'll just end up making larger file sizes. If you want to do any color grading, then it is a good idea to save the video as a higher bit rate.
