progressive download on web

    Anyone know how to get a quicktime file to do a progressive download on the web? I've using Dreamweaver CS3, compressing with Compressor, and encoding with h.264 @ 800Kbits per sec, although I can probably go lower. 

    In the SETTINGS menu, I choose "Download" for the "Optimize for" portion, which I was told would enable the progressive download. But my video still wants to fully download before playing. Doesn't play in Safari either, but it will in Firefox. I can simply put something on my splash page that recommends Firefox though.
