You can record your voice over to DV tape and capture the video and keep only the audio. Or you can plug the mic into your sound card and use "Sound Recorder" Located in Programs:Accessories:Entertainment

I couldn't agree more. I often narrate video productions for a Christian ministry I produce for and I have used both of these methods with Premiere.

If you want to take it a step further than Windows Sound Recorder, consider buying something like Sonic Foundry's Sound Forge XP. This is a $50 piece of software that is built on the foundation of it's full version--Sound Forge (costing $350). I often find myself "massaging" my audio in Sound Forge before importing it into the Premiere Bin as a "wav" file. Make sure you record at a resolution that matches your files in Premiere (example, DV = 48Khz and 16 bit).

A warning, Sony Pictures has recently purchased Sonic Foundry (makers of Sound Forge). They're still working out their use of these softwares. Their website is currently mute on these softwares. I'm confident that will change soon. Videomaker March, 2002 mentions some ideas for post production audio.
