PAL and ENG are completely different.

PAL is European standards of video. For example, here in America we use NTSC, in Europe they use PAL. It's 25fps as opposed to 29.97 and there are some other differences as well. I don't know them all off the top of my head.

ENG is a type of videomaking -- Electronic New Gathering. It's usually a "run and gun" situation where you have little control over what you're shooting.

ENG (Electronic News Gathering) is a general term for a TV news production, usually outside of the station or the office. Could be a one-man-band or several people crew including multiple cameras and editing/satellite vehicles.
