There are two ways I have
There are two ways I have done this: One editor I use allows me to play the clip* at an accelerated frame rate and render the video at that pace; the other editor actually has a "time-lapse" feature that grabs the frames at the interval you specify and then assembles them into a new video clip.
* The original clip was recorded continuously.
