As creator of video art I like to edit video footage in the sense of changing the shape of the footage (like cutting of a part of the recording from one side), and combining two or more clips to one clip. E.g. Four video clips in a grid of 2x2 makes one new clip. Which editing software is suitable for this purpose?

most NLE software can handle this task, it's a matter of positioning the four video tracks and rendering a new file.

Johnboy's right on, if referring to the higher-end NLEs. In PP, you'd use the Effect Controls tab, open the Motion options and use Scale and Position to create the effect.

The cheaper ones, however, are often limited in the number of tracks you can resize, etc. In Pinnacle Studio 9, I believe you had to use the PIP effect and it could only be used on one track at a time. This required that you render out to a new clip; import that clip and add the next PIP track, etc. Most times it would crash my computer and, I'm told, it once brought down the entire Internet and disrupted traffic lights throughout Oklahoma City! Yep non linear can, but other ones can as well,
Premiere can do that as well, just scale the clips to 25% and position them in the screen properly, I have used combustion, premiere, after-effects, fusion, and any of them are capable of doing this.
