Jittering/Flickering in my DVD Content - why?

    Hi all. I'm just getting into DVD creation. What I am getting is significant jitter/flicker in my video when there is alot of movement onscreen (especially when the camera pans). This happens on 3 different standalone DVD players that I have tried but not on any PC DVD drives.

    I'm using a Hauppauge PVR 250 capture card, Ulead DVD MovieFactory SE, a Verbatim DVD+RW drive and Nero software plus I've tried a couple other DVD menu creation packages that came with my hardware. I've been encoding my video content at high DVD quality with one exception which I encoded at low DVD quality. I've used Verbatim +RW, Fuji +RW and Imation +R DVD's with the same result. (I am unable to write DVD's to my Fuji and Memorex DVD+R media for some reason.)

    Anyone know what is going on? Do I need to adjust my encode rate? Do I need to use different media? Should I try a different DVD writer. A different mpeg encoder?
