Any NLE software program that has multiple tracks for video can do it. It's just a question of what tracks are active and which are "muted." I overlay multiple vids for special effect frequently. It's also the underlying basis for chroma keying. How much do you want to spend?

You didn't mention what sort of software you're using now. If you want something inexpensive that also has lots of built-in fx, try Magix Movie Edit Pro 2004 for $100. It's a real bargain. If you want to upgrade to something more professional, look at Vegas. Excellent student discount.

You could use transitions to do this, depending where the action is.
Place two clips on the timeline directly on top of one another, then make the transition start and end points the same as the clip(s) length.
Try a disolve transition, change the settings so that it starts at 50% of clip A and ends at 50% of clip B (they are both displayed at half strength). If that doesn't work you could try using different wipes, using the same start/end point modification idea, which effectively gives you split-screen the orientation of which depends on which wipe is used. I use Premiere, but assume this can be done in other suites.

This convoluted solution serves to illustrate the difference between the ease of use delivered by Vegas and overly complex techniques required in Premiere to do the simplest of tasks. In Vegas, place each clip in a track, mouse-drag each clip into alignment on the timeline, use the composite level faders of each track to 'tune in' the desired composite. Done in seconds. Since you have unlimited video tracks available, you could easily dedicate two for this basic edit.
