Yes, SVHS is right, you DO need a compositing app - but then too, you already have one. Premiere Pro and most other NLE's will allow you to have multiple video tracks. Whenever an upper track has transparency, you are compositing!
Merely create your graphic - a PNG or PSD would be good because they have transparency attributes, but JPEGs do not. If using a JPEG, you'll have to use PP's keying effects to drop out the background.
Now, place your arrow graphic on the video track above your map. Then, select this clip (the arrow) and open its effect controls window. Click the triangle next to "Motion" and click the position settings and set your animations by creating keyframes at different times on the timeline.
