I want my HD 1080I60 .mov to be HD on a SD-DVD. Or since I cant seem to get it this way. I want the best HD like quality for my DVDs that I burn.

Check out Toast and its supporting software for doing just that - HD BluRay to SD DVD. I don't know the particulars, but if you run into a problem finding out or figuring it out, I'll see if I can relocate the post where I saw how someone is doing just that. A standard DVD will hold about 20 minutes of HD, I believe is what was claimed.
