Encore Scroll Menu

   I'm creating a dvd menu using Adobe Photoshop and Adobe Encore.
   I want to create a scroll menu, here is a picture of what I want:

   

   The idea is, that the user can use the black arrows to navigate up or down.

   Can anyone please tell me how I can make this?
