Yep. You should be able to just drag them into the timeline. The resolutions are different, of course, but I still stretch them to fill the screen most of the time and it looks okay in the end. The only issue is whether you have the right codec to decompress the footage and get Premiere Pro to recognize it in the first place. If you can open the DV footage in Premiere Pro at all, you should be able to mix and match all you want.
