I live in a retirement community. We record events that take place in the auditorium. We play out these events at later times on our in house cable TV network. This allows the less mobile residents to enjoy them.
We would like to store the DVDs on a computer hard drive, then program the computer to call up the DVDs on a schedule set by us. We need the software to invoke the DVD player program, pull up the stored DVD and start the movie with no one at the computer to push buttons.

I'm not sure what your budget is. But there are some great solutions for your issue at http://www.leightronix.com. This company specializes in plackback equipment. Look at the TCD R/P (which allows you to capture video into the device and it encodes to MPEG2) and the TCD/IP (which controls the scheduling of the playback of videos you have captured.
