Do you have the original color footage, or are you looking to color it as if it were just a black and white source?
Premier Pro has an effect under image control called color pass that would do just that.
This may not work for any color. You might want to try doubling the clip on another track the lower one B/W and the upper one color, then use a garbage matte on the upper to remove any unwanted color. Good luck.

Sorry im not familiar with Sony Vegas. But im sure it has it. A Garbage matte is a way to key out ( remove)Â anything from the footage that is unwanted. Kind of like taking out the garbage.
Ok I think I found the "garbage matte" in Sony (It's the masking option), but using this it seems like I'd have to do every shot frame by frame. Is there anyway to designate a certain color to be the only one that appears in a video, and make every other color grayscale?
